What kind of plants/shrubs have shallow roots that will grow over concrete that's 8 inches deep?

We just bought a house, and to my horror, when I went to plant the azelea's I just purchased, I discovered a concrete slab about 8-10 inches under the dirt. It is the "brace" for the fireplace so I can't have it removed. I want to landscape the entire front of the house and the spot where the concrete is will be bare and ugly unless I can find something that will actually grow there without harm.

What kind of plants/shrubs have shallow roots that will grow over concrete that's 8 inches deep?
If rscotts answer doesn't work for you, how about large pots.You may even get more punch from the extra color and texture
Reply:An idea - how about using planting elements (like big building blocks ) to build a higher bed to plant larger shrubs in, and then planting the smaller/lower plants in the holes of the elements. That would bring a bit of height into the garden, and solve the problem of too shallow ground to plant.
Reply:You have the right plant for your situation, azalea's are very shallow rooted. The footing for your fireplace shouldn't stick out from the house more than a foot or two. Just keep digging until you find the drop off to deeper soil. RScott
