When is the best time to transplant my TickleMe Plants?

This very sensitive plant - the Tickleme plant is now one foot high. It still moves very rapidly when tickled but I am afraid it has out grown the pot it was in. I grew it in the Tickleme Plant Green house and then transplanted it to a 3 inch pot. Do I need to transplant it again or will it do ok in a 3 inch pot?

Also should I do it now or wait to spring? I saw on the tickleme plant.com website that it has beautiful amazing pink flowers. What is the best soil and conditions to get such beautiful flowers? Any information will be helpful. I love my Tickleme Plants
