Blue rug juniper would work well for you ...

Foliage is a silvery-blue, thus the first half of its common name. The second half comes from its growth habit, as it forms a dense, low mat (rug) -- making it an ideal groundcover. Height 4"-6", spread 5'-6'. Foliage turns a purplish-bronze in winter. Blue Rug spreads rapidly and is relatively resistant to some of the diseases that plague juniper shrubs. Incidentally, what look to be blue "berries" on junipers are technically cones.

Another would be:

Euonymus, Coloratus Euonymus fortunei Colorata

Zones 4-8

6in-1ft tall x 4ft wide

Vigorous evergreen ground cover with deep, glossy green foliage turning purplish-green in the winter. Makes a superb ground cover or foundation plant.

Blue Ice Bog Rosemary

(Andromeda polifolia ‘Blue Ice’)

Leathery, needle-like foliage is icy-blue and bears sprays of pink flowers in mid-spring.

18-24" wide; 8-12" high

Bearberry

(Arctostaphylos uva-urst)

Low-growing evergreen groundcover. Small pink flowers in spring, bright red fruit in summer. Shiny dark green foliage turns bronze in the fall. Very hardy.

2-4ft wide; 1ft high

Bearberry Cotoneaster

(Cotoneaster dammeri)

This low-growing, prostrate shrub bears white flowers in early summer that are followed by striking, coral-red fruit in the fall. The cold weather turns the lustrous, dark green foliage bronze. An extremely fast growing plant that makes an excellent groundcover.

3-5ft wide; 12-18in high

Coral Beauty Cotoneaster

(Cotoneaster dammeri ‘Coral Beauty’)

This dense, mounding shrub has arching branches that bear white flowers in early summer that are followed by striking, orange-red fruit in the fall. The cold weather turns the glossy, dark green foliage bronze. An extremely fast growing plant that makes an excellent groundcover.

4-5ft wide; 12-18" high

Reply:Seems like the other two have it coverd
Reply:I love juniper, rosemary, lavender, borage, and pennyroyal.
Reply:Off the top of my head, I'd have to add Sedums (stone crops) and Heaths %26amp; Heathers (Calluna %26amp; Erica).
