Planting grapes from a grafted cutting?

I recently purchased 12 grape cuttings about one foot long. The cuttings are Cabernet Sauvignon grafted on to 101-14 rootstock. The Cabernet part of the graft is only about an inch long whereas the rootstock is about 10 inches long.



For two weeks I wrapped them in damp paper in a warm location to help jumpstart the root growing process. After two weeks all the cuttings had grown small buds, however the buds were only on the rootstock part of the graft. When I plant the cuttings, how much should be above the ground? Do I bury the entire rootstock portion, leaving only the Cabernet above the ground even though it hasn't budded yet? I'm really an amateur so you might have to spell this one out for me. Thanks!

I am not a pro but I might think that about two inches should be sufficient and make sure they get watered until the roots develop.

I am thinking too the rootstock may not recieved the genetic code in time and the graft didn't take.
